‘People Like Us: the review of safeguards for children living away from home’, published in 1997, recommended a study of the role of the field social worker with looked after children. This report is the Association’s response to that recommendation. It draws attention to the Government’s expectations of what local authorities will do for the children they look after and considers the particular role of field social workers in meeting those expectations. It draws on relevant research to discuss the role as seen from its most important standpoint, that of looked after children themselves, and to explore the part the social worker may play in enabling children to develop secure attachments and the capacity for mature independence.
